LAVENDER PANNA COTTA Pour the water into a small dish and lightly sprinkle gelatin into the water. (Plopping instead of sprinkling will give you lumps of undissolved gelatin, so make sure to sprinkle.) Let sit 5-10 minutes to bloom.
